I believe that this actually did happen....sort of.
In the late 70's (I think), MARVEL comics published a Godzilla series for a couple of years.
I didn't really read this series, but I do (vaguely) remember reading 1 issue
where Godzilla was shrunk down to more or less human size,
and some guy was trying to smuggle Godzilla around by disguising him in a hat and trenchcoat.
