Actually, hydrogen is pretty scattered in space... only a few atoms per cubic mile. For a ramscoop to work, and actually create impulse, the scoop would need a surface of hundreds of square miles... but here we are assuming we have particularly powerful electromagnets forming a net to catch and attract atoms from a large area of space.
